Method and Status Definitions

Structure from the Constitution of Kuwait (1962; English text at constituteproject.org), cited by article on each node, and from founding laws. Officeholders checked against sources on October 6, 2026.

This graph models the State of Kuwait as institutions, positions and typed relationships (appoints, chairs, commands, controls, oversees, parallel to). The centre is the Amir: Kuwait is a hereditary Amirate in the descendants of Mubarak Al-Sabah (Article 4), and since the Amiri Order of May 10, 2024 the National Assembly is dissolved and Articles 51, 56 (paragraphs 2 and 3), 71 (paragraph 2), 79, 107, 174 and 181 are suspended for up to four years. The Amir and the Council of Ministers now exercise the Assembly's powers and laws issue by decree, so the Assembly appears as a suspended body with a vacant Speaker.

Every officeholder carries the sources used, with a short quote that was found on the cited page: official government sites (Amiri Diwan, ministries, Central Bank, Kuwait Investment Authority), the Kuwait News Agency (KUNA, state-owned, labeled as such) and outlets of record (Kuwait Times, Arab Times, Al-Jarida, Reuters, AP). Where a live site was not reachable an archived copy was used. Verified means two independent source families agree. Single source means one family. Acting and vacant are shown as such rather than filled with a guess.

Recent turnover: the February 1, 2026 reshuffle named new foreign, finance, commerce, economic, development and youth ministers; the information minister resigned a day later and the commerce minister on September 14, 2026, both posts held by acting ministers. The First Deputy Prime Minister chaired the Cabinet as Acting Prime Minister in September 2026. New heads of the Court of Cassation and the Public Prosecution were reported on September 30, 2026 and are pending a published decree.

Parallel power covers the Al-Sabah ruling family, whose consensus precedes succession and senior appointments, outlawed tribal primaries, the Supreme Committee for Citizenship Investigation that issues citizenship revocations published in the official gazette, and banned Hezbollah-linked cells. US forces based in Kuwait under the 1991 Defense Cooperation Agreement are shown as an external partner.
