Method and Status Definitions

Structure from the 2011 Constitutional Declaration (English text at constituteproject.org) and the UN-facilitated political agreements, named on each node. Officeholders checked on October 6, 2026, each with dated sources.

Libya has no single sovereign today, so the centre of the wheel is the divided authority itself. In Tripoli, the Presidential Council acts as collective head of state and the Government of National Unity is the UN-recognised executive. In the east, the House of Representatives designated a rival government in 2022, and the Libyan National Army under Field Marshal Khalifa Haftar and his sons holds the east, the oil crescent and most of the south. In 2026 the split reached the courts: a Benghazi constitutional court and the Tripoli Supreme Court now issue conflicting rulings, and the Supreme Judicial Council is divided.

Parallel power is modelled as nodes with typed edges (controls, backs, rivals, allied with): the Haftar family and its reconstruction fund, armed formations with formal state status in Tripoli, the rival fatwa authorities, and the foreign states with forces or patronage in the country.

Verified means the quote naming the person in the post was found on pages from two independent publisher families (official sites, state news agencies, independent outlets). Single source means one family. Acting and unconfirmed are shown as such rather than filled with a guess. State news agency reports are labeled with their publisher.

Recent turnover: a GNU reshuffle on March 12, 2026 named new ministers of finance, economy, health, higher education and others; the Presidential Council replaced the intelligence chief on June 29, 2026 by a contested majority vote; the High Council of State re-elected its president on July 29, 2026; the elections commission board was reconstituted on August 30, 2026. The House of Representatives has a session called for October 6, 2026 amid a push to replace its Speaker.
