Method and Status Definitions

Structure from the Permanent Constitution of the State of Qatar (official English text published by the Government Communications Office), cited by article on each node, and from the 2024 constitutional amendments. Officeholders checked against sources on October 6, 2026.

This graph models the State of Qatar as institutions, positions and typed relationships (appoints, commands, chairs, ex officio, sponsors, parallel to). Qatar is a hereditary emirate: rule passes in the male line of Hamad bin Khalifa Al Thani (Art. 8), and the Amir is head of state and commander in chief (Art. 64, 65). The wheel is therefore centred on the Amir, not on the electorate.

The 2024 amendments, approved by referendum on November 5, 2024, ended Shura Council elections: all 45 members are now appointed by the Amir. The elected Central Municipal Council is the only nationally elected body. Elections and referendums are run by committees under the Ministry of Interior; there is no standing independent election commission.

Every officeholder shown is backed by an official source (Amiri Diwan, ministries, courts, the Shura Council), the Qatar News Agency (labeled as state media), or an outlet of record (Reuters, AP, Al Jazeera, The Peninsula, Gulf Times, Qatar Tribune and others). Each source records its publisher, date and a short quote naming the person in the post, checked on the page on October 4, 2026. Verified means a government source and an independent outlet, or two separate outlets, agree. Single source means one. Vacant and acting are shown as such. Posts that could not be confirmed as current are not shown.

Recent changes: the Father Amir, Sheikh Hamad bin Khalifa Al Thani, died on July 12, 2026; the board of the Qatar Investment Authority was restructured in March 2026; Khalil al-Hayya became chairman of the Hamas political bureau, which Qatar hosts in Doha, in July 2026. The cabinet has not been reshuffled since November 2024.

Parallel structures include the Council of the Ruling Family (Art. 14, 15), the Al Thani family's hold on the premiership and key portfolios, Qatar Foundation, Al Jazeera Media Network, and the Hamas political bureau. Foreign forces hosted under defence agreements (United States forces at Al Udeid Air Base, Turkish forces in the combined joint command) are shown as external partners.
