Method and Status Definitions

Structure from the Constitutional Declaration of March 13, 2025 (English text published by ConstitutionNet), cited by article on each node, and from the presidential decrees that created later bodies. Officeholders checked on October 6, 2026, each with sources.

This graph models the Syrian Arab Republic in its five-year transition as institutions, positions and typed relationships (appoints, elects, commands, controls, sponsors, parallel to). The centre of the wheel is the President, not the electorate: the Declaration gives the President executive power with the ministers, command of the armed forces, the appointment of every minister and of the whole Constitutional Court, and the appointment of one third of the People's Assembly, while the other two thirds were chosen by electoral colleges under a committee the President formed. There is no prime minister.

Verified means two independent publishers name the person in the post on pages we fetched and checked for the quoted sentence. Single source means one such publisher. State news agency reports (SANA) are labeled as the state's own statement. Acting, vacant and unconfirmed are shown as such rather than filled with a guess. Each source in a panel names its publisher and date.

Timing matters: 2026 brought the first reshuffle of the transitional government (9 May: Secretary-General of the Presidency, Information, Agriculture and four governors), a new Central Bank governor (15 May), the new Supreme Constitutional Court (July), the first session of the People's Assembly and its Speaker (12 July), a security reshuffle that put intelligence under a National Security Bureau run by the Interior Minister (19 July), the dissolution of the SDF into the army (25 August), and the withdrawal of US troops (April).

Parallel structures are modelled because they hold power beside the formal state: the cadres of the former Hayat Tahrir al-Sham who run the security services and most governorates, the President's family, the Druze armed camp of Sheikh Hikmat al-Hijri in Sweida, Assad loyalist insurgents on the coast, and the foreign forces of Turkey, Russia and Israel on Syrian soil.

Not yet covered: deputy ministers, corps and division commanders, the navy, the other four governors, the members of the Constitutional Court and Fatwa Council, and historical holders. The build date is in the graph summary.
